  17. <p>    Shirley Walters Kiel, 55, is a member of the St. Louis
  18. school board and an ardent opponent of busing and affirmative
  19. action.
  20. </p>
  21. <p>    "Most people in (predominantly white) south St. Louis
  22. resent being told they have to put their children on the bus,
  23. and the schools are going down, down, down. A lot of people
  24. perceive that when quite a few blacks move in, there is a lot
  25. more crime, and in (mostly black) north St. Louis there are more
  26. gangs and drugs. The main thing is that a lot of white people
  27. in our country came over after the Civil War and don't feel
  28. responsible for slavery. I resent affirmative action and quota
  29. systems. Quite a few white people get angry that black people
  30. are getting preferential treatment. We've done enough to make
  31. up for any wrongs."
